Try to be punctual. If you're running late, take a seat and move as quietly and seamlessly into the group as possible. Turn off your phone or set it to vibrate. If you must make or take a call, step away from the group and make the call as brief as possible as the group will try to stay on pause until you have finished your conversation.

Be sure you have read the material beforehand; it's hard to participate in a discussion about something you haven't read.

ONE MORE THING! Although it is not always possible to attend each and every meeting, please do not make an appearance only when it is your story up for critique. Your input as a critiquer is valuable and needed. If you cannot attend a meeting, however, but have read and critiqued the submission, you can e-mail it to the writer with a note that you cannot attend the meeting. That said, keep in mind that this is not an online group. If you find that kind of forum more convenient, they are easy enough to find and hook up with. 

Nor do you have to skip a meeting because you were unable to read and critique the submission. The meetings often cover areas other than the submissions and (forgive the cliche) the more, the merrier.
